COMPALCIHT (Asociación Coordinadora Municipal De Proyectos De Ciudades Hermanas De Tipitapa) was formed in 1987 and remains the only international non-governmental organization based in Tipitapa.  It works with diverse communities that have organized social projects that include nutritional programs, agricultural projects, health promotion, youth programs, school projects, and other critical activities.  COMPALCIHT has a General Assembly consisting of representatives from each project.  Criteria for membership include active volunteer participation, with increasing representation from women.  The General Assembly elects the Coordinating Council membership that administers the COMPALCIHT program.  Most recently COMPALCIHT opened a People’s Pharmacy, providing low-cost essential medicines to the community, transformed La Solidaridad Model Farm to include organic vegetable production, earthworm composting and natural fertilizers.


Members of the Executive Committee:

Eduardo Gámez Cuevas, President
Overall manager of COMPALCIHT programs for the past 14 years; he was Deputy Mayor during the 1980s and served on the municipal council. He is an extremely articulate, able administrator who has sustained this project under the difficult conditions.

Leoncia Espinoza, Vice President
Responsible for management of the child feeding centers; she lives in the rural area of San Benito Agrícola and has worked with COMPALCIHT for 12 years after many years as a community organizer. In the late 1970s and early 1980s, she was the head of the National Farmers and Ranchers Union’s women’s program for the entire Managua region, organizing women’s agricultural cooperatives.

José Maria Chávez, Secretary
Serves as COMPALCIHT’s manager of the youth at risk program and works with residents struggling with conditions in the assembly-line factories in the free trade zone.

Victoria Zamora, Treasurer
Is a long-time community resident who supervises the health promotion project. She has been an activist around child nutrition for decades.

Fanny Gutiérrez, Fiscal
Is an active member of the child nutrition program, supervised the worm culture project, and organizes the pilot chicken project. She is an extraordinarily talented woman living under the most austere conditions.

Arlen Ocampo, Primer Vocal
Works as a teacher in the feeding center program and represents the younger generation of community activists.

Ramón Buitrago, Segundo Vocal (representado de los jóvenes)
Participated in the youth at risk program and is a new member of the Executive group; he played a pivotal role in the transformation of gangs to community activists, organizing the sports program.

COMPALCIHT Staff
COMPALCIHT’s Administrator is Isela Mendez Aguirre, an extraordinarily talented young woman who was trained as accountant in Cuba. She has supervised the implementation of technology-based accounting systems, is very knowledgeable of use of computers, and serves as the strength, behind the scenes, for accounting, accountability, use of funds, etc. She facilitates information necessary for the independent audit/fiscal process and for accounting necessary for Dos Pueblos’ filing of 990.
